Pnima, an NGO that strategizes solutions to core issues in Israeli society, has put forward a proposal it hopes will reframe the ongoing, and unresolved, discourse in Israeli society over military service. 

The framework is based on the principle that all Israelis from all sectors complete military or national service, and proposes three tracks for doing so: army, rescue and emergency services, education and welfare.
