While Health Minister Nitzan Horowitz has hailed as "historic" the understandings reached with Israel's medical residents for the phased shortening of their 26-hour shifts to 18 hours in the coming years; many senior figures in the country's health-care system say the framework is highly problematic – for both the physicians and patients.
